openvidu-deployment: rebuild the compiled Azure templates with Bicep 0.46.1

The previous commit edited the four .json files by hand, which left each
one's templateHash as it was. They are now the output of `bicep build`
with the version that produced the committed files (0.46.1, per their
_generator metadata), so the only difference from the hand edit is the
hash, and the files are what the compiler says again.
